A dispassionate analysis of the facts as related below would seem to indicate that the document instituting the “Freiburg Policy” is a trial balloon used by the German Modernists to “test the waters”, to see the reaction from their fellow-Novus Ordo countrymen as well as the reaction from the Vatican.
